Help with a honda GX160 engine please!?

Recently my honda gx160 engine would start first time but did not have any throttle, (just ran at a single speed-even when throttle lever was pulled). However after disassembling the cylinder head to change the valve springs the engine now fails to start at all.



The rockers, valves, valve springs, push rods and carberetta etc all seem to be in working order.



Could it be a problem with the throttle assembly that is stopping it from starting? Could anyone please explain how the throttle system works and what should be connected where, in order to get it started? Thank youHelp with a honda GX160 engine please!?
Do you have sparks on the plugs? Some where to start.
